Climate Change Impacts in Haiti

Specific Climate Impacts.

Based on the IPCC 2013 Report’s Working Group II:    Impacts, Adaptation, and Vulnerability: Summary for policymakers, the map on page 7 suggests there will be mild effects in the Carribean region.  These are indicated as impacts on "rivers, lakes, and/or floods." This could mean dry season droughts and rainy season flooding, especially in view of Haiti's well known deforestation.  I am truly surprised that this looks like one of the least impacted regions on this map, at least judging by the single icon displayed.

There is, however, indication that increasing sea temperatures will effect marine ecosystems severely. Bony fishes will increase 50 km/decade while non boney fishes will decrease about 15 km/decade, with corresponding economic effects and human consequences.  Rising sea levels could impact coastal towns and cities in terms of infrastructure and economics, but according to this map below (source) this effect would not be widespread in Haiti.

The majority of flooding in Haiti has resulted from hurricane storm surges, which could be amplified by sea level rise.
There is, however, no suggestion on the IPPC map of increased risk or damage from hurricanes.  Later in the report there is a scant amount of information dealing with "Small Islands"  and the expected loss of coastal area, reduction in livelihoods, due to rising sea levels, and degradation of ocean habitat and coral reef bleaching due to ocean acidification. For South America there is projected food and water shortage as well as increase in vectorborne diseases. Malaria and dengue have long been endemic in Haiti, as has food stress for the majority. These risks and impacts are of human, biological, physical, and economic dimension. This will all be compounded by inadequate management efforts that can be expected due to the country's poor infrastructure, economy and politics. As usual, the rich will be fine and adapt but the poor will have limited options and suffer.

Regional Climate projections:

The 2013 ippc report suggests there will be some drying of the summer climate in the Carribean with a  decrease in tropical cyclones.  There may be a mid 21st century warming of 2 to 3 degrees centigrade, it says.  This report then discusses some generalities about Carribean climate, e.g. the relationship to drier conditions related to the ENSO phenomenon of El Nino and wetter conditions wiht La Nina.  The Carribean low level jet was also mentioned and the importance of the ITCZ, but the significance of these factors was not specified, I assume due to predictive complexity and uncertainty.

Detailed Look at Future Climate

The report on small islands projects a sea level rise by 2100 of 0.35 to 0.70 meters, together with change in swells, storm surges, and coastal erosion and flooding.

Ocean temperature increase and acidification will impact reefs and fisheries. Increased dust pollution from the Sahara may be a problem. There may be unexpected invasive species and aquatic pathogens alterations.

Adaptation and mitigation will have to take place on many fronts, i.e. economic, environmental, and in terms of cultural
and educational changes. There may be needed changes in energy systems, tourism, control of water pollution and atmospheric emissions, and wetlands management.

This report recommends that outside agencies operate by trying to empower local communities and optimizing local practices.

Most Interesting Threat

Since I have volunteered as an ophthalmologist in Haiti I am most interested in the human health impacts of climate change there.  Some existing health hazards will be exaggerated, e.g. the risk of being injured or drowning in a flood. Leptospirosis, a waterborne disease endemic in Haiti, has been shown in a study in Guadalupe to increase in the more wet conditions of El Niño to incidence of 13/100,000 versus 4.5/100,000 in El Niña years. Malaria and dengue fever have been demonstrated to be related in incidence to climate change. The relation of climate change to the density and development of the anopheles mosquito, the vector of both diseases, has been well shown. It is projected that cholera may increase as well, as the hygiene of water supplies is degraded in response to floods. An interesting risk is the increased incidence of ciguatera fish poisoning, related to the greater prevalence of the causative dinoflaggelat in a warmer ocean, as shown by a study of sea surface temperatures in the Lesser Antilles.

Severe Weather in Haiti

1.  Tornadoes

Most tornadoes form from supercell thunderstorms, but some so-called nonsupercell tornadoes do not.  Severe supercell thunderstorms require conditionally unstable air, forced to rise by topography, fronts or surface convergence, divergent air aloft, and wind shear, in direction and/or velocity, to initiate rotation of vortex tubes of air lifted up to form the rotating mesocyclone of the thunderstorm. This wind shear is often supplied by the polar jet stream aloft and a low level jet as well.

In the United States tornadoes tend to travel to the northeast because of southerly winds bringing in air from the Gulf and prevailing midlatitude westerly winds and the jet stream aloft. The average number of tornadoes reported annually in the united States is averages 1253.

I could not find a reference to the incidence of true tornadoes in Haiti, though recordings of "tornado-like" storms have been submitted by the public on YouTube and elsewhere.

 I would think tornadoes associated with supercell thunderstorms would be extremely rare in Haiti, since the polar jet stream necessary to create proper upper level conditions is so far north of Haiti, but possibly nonsupercell tornadoes could occur, such as sea or land spouts or gustnadoes.

While not far from Florida, a tornado hot spot, Haiti lies south of the tornado zone.

The incidence of tornadoes in the U.S. has increased over the last 30 years, but I suspect this could be due to increased population to report events and increased attention to and facilities for reporting.  Global warming could be a contributing factor.

2. Hurricanes

Hurricanes require warm ocean temperatures greater than 80° F. to some depth (Ahrens states 6 meters is adequate), presence of the Coriolis effect, and converging moist surface air, from a tropical wave, the ITCZ as it moves north, or the remnants of a midlatitude storm. At 18.5° N latitude, with sea temperatures on the north coast of at least 84°F, and being in line for easterly tropical waves from the African coast, Haiti satisfies all these requirements for hurricane development.  In fact, Haiti is brushed or hit by a hurricane every 3.74 years, and suffers a direct hit every 14.2 years, a frequency of 0.070 per year.  http://www.hurricanecity.com/city/portauprince.htm

In Haiti, as in the tropical Atlantic and eaten Pacific, tropical cyclones are called hurricanes, while in the northern Pacific they are called typhoons, and in India and Australia they are called simply cyclones. In the United States hurricanes usually travel toward the northwest from the southeast, due to the easterly trade winds moving them west and north around the subtropical high. They are then caught by the westerlies and they will curve to the northeast into the northern pacific.

Daily weather in Haiti

My country's Capital City is Port-au-Prince.  My forecast will cover the following days: 1 November 2014, 2 November 2014 and 3 November 2014.

The forecasted high for the first day is 91 deg F, the low is 74 deg F.  Precipitation percent is 80%
The forecasted high for the second day is 91 deg F, the low is 73 deg F.  Precipitation percent is 90%
The forecasted high for the third day is 86 deg F, the low is 72 deg F.  Precipitation percent is 80%.

The average pressure over the 3 day period is (29.93+29.98+29.95)/3 = 29.95 in Hg., slightly increasing and then slightly decreasing.

The average wind speed was 4 mph over this 3 day period , as well as over the succeeding two days.


This satellite image from www.wunderground shows broken cloud cover over the north and west of Haiti, low level warm clouds in the north west, over the ocean, and higher level colder clouds bordering the north coast island,  to the west, and in small clumps to the south.  


This precipitation maps shows clear skies over Haiti at the moment.  There is light spotty precipitation east of the island over the sea.  

Haiti is fairly arid with sparse vegetation shown on this map only in the hills.  There is a fairly large lake, Étang Saumâtre, 175 sq km in size, in the long valley east of the Capital.  The west end of the lake is said to be salty while the east contains fresh water.  The largest river in Haiti is the Artibonite, which flows west through the Plaine de Artibonite to the coast from Lac de Péligre, in the east near the Dominican border.


Haiti is situated between an area of high pressure over the Appalachians, in North America, to the northwest and a low over South America, to the southeast. 

Over North America there are several cold fronts bringing maritime polar in from the Aleutians and Canada to the Great Plains and Rocky Mountain states.  There is a warm front moving north from Texas.  


 Near South America there is the usual high pressure off the coast of Peru, part of the El Niño and Southern Oscillation phenomenon, and there is a high is the south Atlantic.


There is a stationary front bisecting the island of Hispaniola from the south west to the north east that continues as a cold front to the north and moving east.  There is  a 1012 mb isobar south of Haiti and a 1016 mb isobar just to the north.

Global and Local Winds in Haiti


Haiti's latitude is between 18° and 20° N, with longitude roughly 72° to 74°W, placing it in the tropical zone and the Hadley atmospheric cell. The prevailing winds are the easterly and northeasterly trade winds, as shown in the map below. Haiti is roughly 10 degrees south of the horse latitudes, the zone of the subtropical highs.



I would expect that Haiti would have a tropical climate of generally warm weather with trade winds much of the time, with cool ocean breezes near the coast in the afternoons and offshore land breezes at night.  There should be mountain and valley breezes in the hills in the east of the country, bordering the Dominican Republic. Being leeward of these mountains deprives Haiti of the moisture it would otherwise enjoy, making it semi-arid.  When the intertropical convergence zone moves toward north in the summer there is unstable rising moist air with rain.

There could be times of dry stillness if the subtropical high zone moves far enough south in the winter or as cool air circulates out clockwise from the Bermuda high. The weather can become quite violent during the late summer and Fall when Haiti is vulnerable to hurricanes, some of which have done considerable damage.

The winter season in Haiti is dry and warm. The average maximum temperature for December is 87° F., while the minimum is 69°F.  The average monthly precipitation of rain then is 1.5 inches.  The relative humidity has a high of 65% and a low of 53%, with the higher humidity being in the morning when it is cooler. 

By the way, the winter solstice occurs at 6:03 on 21 December this year.

The average maximum temperature for June is 89° F., while the minimum is 69°F.  The average monthly precipitation of rain then is 3.0 inches.  The relative humidity has a high of 63% and a low of 58%, with the higher humidity being in the morning when it is cooler. 

By the way, the spring solstice occurs at 12:57 on 20 March this year.


The Fall season in Haiti is warm with more rain. The average maximum temperature for September is 91° F., while the minimum is 73°F.  The average monthly precipitation of rain then is 6.2 inches. The relative humidity has a high of 74% and a low of 60%, with the higher humidity being in the morning when it is cooler. 

By the way, the autumnal equinox occurs at 10:29 on 22 September this year.


Advice for tourists. 

As one can see, the weather in Haiti is relatively comfortable throughout the year, but the most appealing time to be there, especially for an American tourist, would be in the dry winter season, say in January. Then the temperatures and humidity are most comfortable. One could enjoy all sorts of ocean water sports, like boating, fishing, skin diving or just sun bathing. Hiking in the mountains would also be enjoyable and interesting. 

In January you would also avoid the hurricane season from June to October, as well as the danger of flash floods in the rainy season. Of course the danger of severe earthquakes always exists, as a magnitude 7 quake occurred on 12 January, 2010.

Climate controls in Port-au-Prince, Haiti


The capital of my country, Haiti, is Port-au-Prince, at latitude 18° 32' and longitude 72° 20' W. The month with the hottest average temperature is July (86°F) while February is the coldest (80°F), making the annual temperature range 6.0 F°.

An important determinant of temperature and climate in Port-au-Prince is its position relative to land and water on the island of Hispaniola. The map below shows rainfall from a tropical storm in 2007, demonstrating dramatically the rainfall shadow created by the high mountains bisecting the island.  This leads to generally drier conditions leeward of the mountains and warmer temperatures, due to less cooling as the air rises over the mountains and more compressional heating as it descends.

Port-au-Prince is situated on a large harbor where the average sea temperature is about 81°F, with variation as shown below, which must certainly warm and moderate air temperature.

Altitude as such is not a determinant of temperature in Port-au-Prince, since there are there are coastal towns around the world with vastly differing climates due to other factors. 


An article in The Guardian stated, "Haiti was recently ranked as the most vulnerable country in the world to climate change on an index developed by Maplecroft, a global risk management firm." 



The Maplecroft group reported in 2013 that Honduras, Myanmar and Nicaragua have been identified to be the most affected in the 20-year period from 1992 to 2011.  They are followed by Bangladesh, Haiti and Viet Nam. http://cambioclimaticohn.org/uploaded/content/article/303643999.pdf


Multiple factors combine to create this vulnerability. Increased global temperatures may lead to more frequent hurricanes and more severe rains, increasing erosion of already poor soil and flooding in population areas often situated in alluvial plains, damaging crops as well as infrastructure. Only 3% of the original forest remains, due largely to the production of charcoal by rural people for sale in town, so water runs down the inland mountains without being absorbed into the soil. This siltation, together with changes in sea temperature, currents, and migratory patterns can adversely impact fish stocks as food source. Droughts could be more severe, exacerbating chronic food stress for the increasing population. All this will happen in the context of a corrupt, dysfunctional government, political instability, fragile and inadequate infrastructure, and a generally illiterate population given to magical thinking.
